Staff Augmentation Service

The Virginia-based government authority in Richmond is seeking a vendor to provide staff augmentation services to its Office of Public-Private Partnerships (P3). This agency requires business management and financial advisory support to assist the commonwealth’s public-private transportation program. The selected partner will resolve resource constraints by delivering program management, project management, and administrative support directly to the P3 program manager. The scope of work covers contract management, project screening, project development, and financial advisory services. The agency requires personnel with expertise in Microsoft PowerPoint, Word, Excel, Scheduler, and Visio, alongside capabilities in website design, website maintenance, website remediation, graphic design, and marketing. To oversee these operations, the provider must supply expert managers to support and administer the contracted services. Eligible bidders must be onshore organizations based in the United States. The agency allows the work to be performed either onsite in Richmond or offsite. While the agency is looking for proposals to define the budget, it has established a contract period of two years. The procurement schedule includes an optional pre-proposal conference scheduled for June 1, 2026. Bidders must submit all questions regarding the solicitation no later than June 15, 2026.
