Legal Process Services

The San Diego County Water Authority is seeking a contractor to provide civil and legal process services while meeting all legal requirements. The agency needs to maximize the number of personal, in-hand serves and limit substitute serves. To achieve this, the contractor must attempt service at different times of the day or night and on different days of the week. Bidders must demonstrate sufficient cash or credit reserves to maintain the program for sixty days. The agency also requires a letter from the bidder's attorney or in-house legal counsel detailing the status of lawsuits and pending litigation for the most recent fiscal year. Eligible bidders must be located onshore within the United States, and the contracted work will be performed offsite. The agency is requesting proposals to determine the budget for this initiative. The contract period will span one year. Bidders must submit all questions regarding this opportunity no later than May 28, 2026.
