General Legal, Special Education and Labor Relations Counsel Services

The government authority located in New York is seeking general legal, special education, and labor relations counsel services. The agency needs legal counsel to advise and render written opinions on any issue relative to the operations, functions, or duties of the district, the board members, or employees. Additionally, the selected counsel must review, prepare, and advise the district and its administrative personnel regarding contracts, leases, and bid documents. The scope of work requires representing the district in court and civil litigation, in educational law hearings, and in matters submitted to the commissioner of education. Counsel must render verbal and written advice regarding district compliance with all special education requirements, including those arising under the Individuals with Disabilities Education Act. The agency also requires advice regarding all aspects of labor relations with the districts' various bargaining units, as well as all labor and employment law matters relating to non-represented employees. The selected counsel will serve as the chief spokesperson regarding labor negotiations for selected district bargaining units and represent the district in all arising administrative proceedings. Eligibility is restricted to onshore, USA-only organizations, and the performance of the work will be offsite. Bidders must submit responses digitally via email or online, and the agency is looking for proposals to determine the budget. The contract period will run for one year, and all questions must be submitted no later than June 12, 2026.
