Water System Infrastructure Programs Strategic Planning Service - Budget - Up to 8,000,000 USD

The agency is seeking a vendor to provide strategic planning services for its water system infrastructure programs. The selected partner will advise and assist the agency on strategic planning issues across regulatory, planning, design, construction, post-construction, and operations and maintenance phases. This initiative aims to secure expert guidance on all facets of the water system programs to ensure robust long-term infrastructure management. The scope of work requires the vendor to prepare strategic advice, plans, technical memoranda, maps, presentations, reports, exhibits, figures, graphs, drawings, models, tables, and spreadsheets. The vendor must also assist the agency in reviewing, evaluating, analyzing, testing, and drafting responses to regulatory agencies, elected officials, community groups, and non-governmental organizations. Additionally, the project involves developing system mapping tools to identify interdependencies and navigate the regional water policy landscape, including social, political, and other influencing factors. Further responsibilities include researching and evaluating the technical and public benefits of water system programs, as well as evaluating potential interagency partnership agreements. The agency also requires assistance with identifying, evaluating, and acquiring real estate for future infrastructure projects. Finally, the vendor must evaluate conveyance routing studies, environmental planning documentation, and program management definition documents, while also conducting siting evaluations and developing engineering reports, operations and monitoring plans, and technical, managerial, and financial demonstrations. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency requires all contract work to be performed offsite. The evaluation of proposals will align with these eligibility parameters and the vendor's ability to meet the comprehensive technical requirements outlined in the scope. The agency has established a budget of up to 8,000,000 USD for this initiative. The contract period will span five years. This budget and timeframe are designed to support the extensive, multi-phase advisory services required by the agency. The agency will hold a pre-bid meeting on May 26, 2026, to discuss the project requirements. Bidders must submit all questions regarding the opportunity no later than June 8, 2026.
