Sign Language Interpreting Services

The agency is seeking a statewide network of professional sign language interpreter services to facilitate communication for individuals who are deaf, hard of hearing, or blind. This network must provide spoken- and sign-language, visual, and interpreting services to ensure individuals have full and equal opportunity to participate in programs offered statewide. The scope of work covers both on-demand and pre-scheduled access to sign language interpretation services, which will be delivered through both on-site and remote assignments. Interpreters must comply with the standards of neutrality and confidentiality, as well as Americans with Disabilities Act communication standards. The agency requires a system to ensure interpreter availability and a matching criteria process to pair interpreters with the specific needs of each requestor. The selected provider must also establish a process for clients to report issues or dissatisfaction and outline the steps taken to resolve those identified issues. Bidders must be onshore organizations based in the United States. Interpreters must not accept payment in any form from the persons or entities they are interpreting for, though they retain the right to decline assignments where a personal or professional conflict of interest exists. The agency will provide payment based on a fee-for-services schedule utilizing an hourly rate, and bidders must submit their proposals to address this budget structure.
