Prospective Employee Background Investigation Services

The government authority located in San Diego, California, is seeking prospective employee background investigation services to assist in making informed hiring decisions for both sworn and non-sworn positions. The agency needs to solve the challenge of thoroughly vetting candidates through comprehensive investigations that assess applicant-submitted and agency-provided materials. The selected service provider must conduct interviews with each applicant's current and past employers, work partners, landlords, neighbors, friends, and associates to discuss work habits, life experiences, interactions, and intellectual abilities. The scope of work requires the service provider to perform applicant home visits, neighborhood checks, and employer visits including personnel file reviews. The provider must send out and compile reference questionnaires, interview selected references in person when necessary, and send criminal history checks to law enforcement agencies with residential jurisdiction. Additionally, the provider must confirm and review other law enforcement agency candidate applications, review dispositions, and complete an investigative narrative using the POST format or the agency's preferred format. Before submission to the agency, the service provider's management must review the completed investigative package. The performance of this work must take place onsite, and eligibility is restricted to onshore USA organizations only. The agency is looking for proposals to determine the budget for these services, and bidders may submit their responses digitally via email or online.
