Annexation Study Services

The City of Everett, Washington, is seeking a qualified vendor to conduct a comprehensive study of the benefits and costs associated with annexing designated portions of its future annexation area. The agency needs to evaluate the financial, operational, and community impacts of potential annexations to make informed governance decisions. This study will help the agency understand revenue projections, public service requirements, and infrastructure needs across different annexation subareas. The scope of work covers public service modeling, gap analysis, and expenditure projections, which must include a review and comparison of various scenarios and a reasonable range of levels of service for different business lines. The selected vendor must identify capital and equipment needs to support public services and assess the condition of existing infrastructure, including any short- or medium-term major maintenance or capital needs. Additionally, the project requires an assessment of the impact of annexation on a median household and a typical business within both the annexation area and the existing city limits. The agency also requires an assessment of approaches to other inter-governmental negotiations or engagements, alongside an economic development and opportunity evaluation. The study must incorporate population and demographic growth forecasting, as well as a review of existing plans, land use, and regulations in the proposed annexation areas. The agency is issuing this opportunity as an offsite contract with a duration of two years. Only organizations based in the United States are eligible to bid on this opportunity. The agency has not disclosed a specific budget and is looking for cost proposals from interested bidders.
