Law Enforcement Feasibility Study Service

The Charter Township of Lake Orion, Michigan, is seeking a vendor to conduct a law enforcement feasibility study to evaluate its current law enforcement service model. The township needs to assess alternative service delivery options, which include continuing the current contracting arrangement, implementing hybrid or shared service models, or potentially establishing a township-operated police department. This study will help the township determine the most effective and financially sustainable way to provide policing services to its community. The scope of work requires a comprehensive review of current operations, staffing, performance metrics, and contract structures. The selected vendor must analyze historical and projected costs, ensuring these figures align with police millage revenues. Additionally, the project covers stakeholder engagement, benchmarking township service levels and costs against comparable communities, and assessing current and future service needs. The vendor must perform a workload-based analysis of calls for service by type and time of day, response times, and officer availability to determine appropriate staffing levels. All performance of the work must take place onsite in Lake Orion, Michigan. The township is currently looking for proposals to determine the budget for this initiative. Eligibility is restricted to onshore organizations based in the United States. Bidders must submit all questions regarding this opportunity no later than June 12, 2026.
