The City of Covington, Kentucky, is seeking a private master developer to update and develop the Phase II portion of its master plan. The agency is trying to create a cohesive development that successfully integrates planned public investments in utility infrastructure, parking, hardscapes, greenspace, and gathering areas. This initiative aims to promote mixed-use vibrancy with an appropriate balance of uses that complements the surrounding businesses and residential community. For Phase I, the agency is selling individual, letter-designated subdivided blocks to multiple developers to encourage architectural diversity, promote mixed-use vibrancy, and support long-term neighborhood resilience. For Phase II, the selected master developer must update the master plan while keeping planned public improvements, such as the garage footprint and green space, largely as planned, with only as-needed modifications to accommodate the development plan. The scope of work will be performed entirely offsite. Eligible bidders must be onshore organizations based in the United States. The agency is looking for budget proposals and has not disclosed a set funding limit. Bidders must submit any questions regarding this opportunity no later than June 10, 2026.
