Personal Care Management Functions Services

The Massachusetts executive authority located in Boston requires a vendor to perform administrative personal care management functions under the MassHealth Personal Care Attendant program. This initiative assists consumers in managing their personal care services and evaluates their ability to function independently as employers of their attendants. The selected provider will conduct initial evaluations, re-evaluations, surrogate and administrative proxy assessments, and requests for prior authorization. The scope of work covers subsequent assessments of consumer capabilities during in-person visits, which must include a review of the prior year. The provider must deliver in-person functional skills training to consumers, surrogates, and administrative proxies, conducting these sessions separately from evaluation visits. This training must address attendant training, program management, personal health care maintenance, emergency management, fiscal intermediary services, and program rules. Bidders must be onshore organizations based in the United States, and the selected contractor must perform all work onsite. The agency is seeking proposals to establish a contract with a performance period of three years. The agency has not disclosed a specific budget and is looking for proposals to determine the cost.
