The City of Mesa, Arizona, is seeking a development partner with demonstrated experience in urban infill, public-private partnerships, and complex mixed-use or civic-oriented projects. The agency needs to address the development, financing, construction, leasing, management, and long-term operation of a new mixed-use, multi-story building. This project aims to revitalize the specified site through comprehensive planning and coordination with local civic entities. The scope of work covers site entitlements, site planning, design, permitting, and construction of the multi-story building, as well as the demolition of existing buildings and site infrastructure if required. The selected partner must coordinate closely with the City and the Mesa Arts Center on ground floor design and operations, and collaborate with the City and the issuing agency regarding specific space requirements. All development activities must comply with City development standards and applicable laws, and the performance of the work will occur offsite. Only organizations based in the United States are eligible to participate in this procurement. The agency is looking for budget proposals within the submitted bids to determine the financial structure of the partnership. A pre-bid meeting is scheduled for June 3, 2026, and bidders must submit all questions no later than July 20, 2026.
