Tobacco Compliance Checks Service

The Ohio Department of Health (ODH) is seeking a qualified supplier to conduct tobacco and nicotine retailer compliance checks throughout the state. The agency needs to monitor compliance rates and support the development of additional strategies to prevent underage tobacco sales. To solve this problem, the selected vendor must develop and implement a plan, utilizing the ODH protocol, to recruit and train underage purchasers and staff. The scope of work covers conducting compliance checks across the state using a provided state sample list and recording required quality data elements. The agency also requires the vendor to participate in virtual technical assistance sessions throughout the contract period. The project concludes with a half-day, in-person close-out meeting at the ODH offices following the completion of all compliance checks and data reporting. Eligibility is restricted to onshore organizations based in the United States. The performance of the work may occur either onsite or offsite. The contract period will run for one year, and the agency is currently looking for proposals to establish the budget.
