Rate Study, Financial Feasibility and Grant Compliance Services

The City of Petersburg, Florida, is seeking a contractor to provide a comprehensive rate study, financial feasibility analysis, and grant compliance services. The agency needs to address revenue sufficiency, evaluate cost of service, and ensure state and federal technical financial compliance. This project aims to optimize the agency's utility billing structure and ensure long-term financial stability through data-driven rate adjustments. The scope of work covers a needs analysis, a capacity analysis, and a thorough review of current and historic financial data alongside customer billing statistics. The selected contractor must calculate rate classification limits, perform true-up and rate calculations for wholesale customers, and analyze billing rates, late fees, service fees, and payback periods. Additionally, the agency requires the contractor to develop, interface, and implement these rate updates directly into the utility billing system. The project also demands active stakeholder engagement, including public outreach and participation in presentations to the agency council, advisory boards, and wholesale customers. The contractor must prepare and present a final rate study report, while also managing contractor processing, payment, and reporting. All performance of the work must take place onsite at the agency's facilities in Petersburg, Florida. Eligibility is strictly limited to onshore organizations based in the United States. The agency is looking for proposals to determine the budget for this initiative.
