General Planning and Environmental Services

The Lee County Port Authority in Fort Myers, Florida is seeking a contractor to provide general planning and environmental services in conjunction with its operations, maintenance, and development. The agency requires a partner to serve as an extension of staff for a variety of small, medium, and large planning, environmental, and miscellaneous projects. The selected contractor must manage various subconsultant environmental and planning subcontracts, oversee numerous project schedules and budgets, and manage environmental and planning related projects. The environmental scope of work covers specification preparation, bidding and quote coordination, on-site project administration, and exotic and nuisance vegetation removal plans. The agency also requires land management services, including vegetation mapping, fuel reduction, trail and fence maintenance, prescribed burns, and hazardous contaminated materials analyses. Additionally, the contractor must handle remediation activities, including contaminated site assessment, planning, implementation, oversight, and closeout. The planning scope of work includes airport master plans, airport layout plan modifications, site planning, and permitting for specific projects. The agency requires assistance with Lee County comprehensive plan and land development code procedures and amendments, as well as aviation, stormwater, transportation, utility, and energy planning. Other requested tasks include cost-benefit analyses, airspace studies, airport noise contour analysis, airport noise monitoring and modeling, and airport zoning and land use issues. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency requires all performance of the work to be conducted onsite in Fort Myers, Florida. The agency has not disclosed a specific budget and is looking for proposals to determine pricing. The agency will hold a non-mandatory pre-bid meeting on June 3, 2026. Bidders must submit all questions regarding this opportunity no later than June 12, 2026.
