Engineering, Surveying, Testing and Environmental Services

The City of Carlsbad, New Mexico, requires on-call engineering, surveying, testing, and environmental services for various construction and road projects. The agency is seeking to address planning, design, and technical needs associated with recent disaster recovery, including assessing impacts to the environment and community, and identifying potential constructability issues. The scope of work covers preliminary and final design, hydrology reports, surveying and staking, materials testing, and environmental investigations. The selected provider will also perform hydraulic modeling, identify property boundaries, right-of-way, easements, and geotechnical conditions, and participate in public presentations. Additional responsibilities include developing design documents and specifications, assisting with funding, bidding, and negotiations, providing construction administration and inspection, preparing grant applications, and conducting traffic studies and intersection improvements. Eligible bidders must be onshore organizations based in the United States. The agency expects the performance of the work to take place offsite. Bidders must submit any questions regarding this opportunity no later than June 16, 2026, and the agency is currently looking for proposals to establish the budget.
