Staff Compensation Modernization Initiative Service

The government authority located in Michigan is seeking a vendor to provide a staff compensation modernization initiative service. The agency needs to modernize its compensation practices to align with higher education best practices and support its 2030 strategic plan. This initiative aims to address challenges related to market competitiveness, hiring, retention, equity, fairness, and transparency in the current pay system. The scope of work covers six key areas of assessment and evaluation. The selected vendor must assess the current job architecture, including career path architecture, and evaluate the adequacy of current pay structures. The project also requires assessing and recommending a documented compensation philosophy, identifying key values and principles, and determining the necessary components for a compensation strategy. Additionally, the vendor must evaluate the agency's processes, policies, organizational structure, and authority levels for making pay decisions, as well as evaluate the transparency of the pay system and its communication channels for employees. Bidders must perform all work onsite and must be located onshore within the United States. The agency is looking for budget proposals to determine the cost of the initiative. The contract period will span one year, and bidders must submit all questions no later than June 3, 2026.
