Victim Assistance Performance Measurement Service

The agency is seeking a vendor to provide a victim assistance performance measurement service to improve the treatment of crime victims. This initiative supports the delivery of necessary assistance, support, and services to victims through subgrants to local community-based organizations and public agencies. Funded subgrantees provide direct services such as crisis counseling, telephone and onsite information, referrals, criminal justice support, advocacy, shelter, therapy, and additional assistance. Eligible subgrantees include state government agencies, tribal governments or organizations, and criminal justice agencies, prosecution agencies, or courts. Public and state-controlled institutions of higher education, faith-based, civic, and neighborhood organizations, and public and private hospitals and emergency medical facilities also qualify for these subgrants. Bidders must perform all work offsite and must be located onshore within the United States. The contract period will span one year. The agency is looking for proposals to determine the budget for this service. Bidders must submit all questions regarding this opportunity no later than June 8, 2026.
