Employee’s Pension and Retirement System Services

The City of Lakeland, Florida, is seeking a qualified legal service provider to deliver ongoing advice and counsel regarding the administration of its employee pension and retirement system. The agency requires specialized legal support to navigate complex pension-related matters, manage its defined benefit plan, and ensure compliance with Florida Statutes and general employee benefits regulations. This five-year contract aims to secure consistent legal representation and administrative guidance to protect the integrity of the retirement system and its funds. The scope of work requires the selected counsel to prepare vendor contracts, draft legal memoranda, and formulate administrative findings and conclusions for matters brought before the agency. The designated attorney must attend Board meetings, review administrative records, and represent the agency in all judicial and administrative proceedings involving the plan. Additionally, the provider will analyze proposed legislation, review actuarial studies, and deliver as-needed legal advice regarding the activities of the retirement plans. Eligible bidders must be onshore organizations based in the United States. The selected provider must perform all work onsite in Lakeland, Florida. The agency is currently looking for budget proposals to determine the cost of these services, and the contract will span a five-year period.
