Complaint Investigation Service

The Oklahoma State Department of Education Office of Special Education Services is seeking a vendor to provide complaint investigation services in Oklahoma City, Oklahoma. The agency needs to fulfill its obligations under the Individuals with Disabilities Education Act and its implementing regulations. The selected vendor will investigate state complaints to resolve disputes regarding special education services. The scope of work requires the investigator to utilize various communication methods, including phone conversations, emails, and surveys, with all relevant parties to ensure a thorough investigation of the facts. The vendor must provide all correspondence, materials, notes, or additional items associated with each investigation to the agency. Investigators must use the Public Consulting Group electronic EdPlan system and other agency tools to conduct and complete their work. The agency requires all state complaint investigations to be completed within a strict sixty-day timeline. Eligible bidders must be onshore organizations based in the United States. The performance of the work may occur either onsite or offsite. The contract period will span one year, and the agency is currently looking for proposals to determine the budget. Bidders must submit all questions regarding this opportunity no later than June 10, 2026.
