The McLean County government authority in Bloomington, Illinois is seeking an independent energy broker and consultant of record to provide advisory, procurement, and ongoing management services for its electricity and natural gas supply. The agency needs to solve the challenge of efficiently procuring and managing energy resources for all county-owned and operated facilities. To address this, the selected partner will develop and implement competitive procurement strategies, provide ongoing market intelligence, and deliver comprehensive risk management services. The scope of work requires the consultant to maintain detailed records of all county energy accounts and provide usage analysis and reporting at agreed-upon intervals. All performance of the contracted work must occur onsite at the county facilities. Eligible bidders must be onshore organizations based entirely within the United States. The agency is currently looking for proposals to determine the budget and financial structure of the agreement. Bidders must submit all clarifying questions regarding this procurement no later than June 8, 2026.
