Zoning Ordinance Update Service

The City of Wheaton, Illinois is seeking a vendor to provide a comprehensive zoning ordinance update service. The agency needs to implement a new zoning ordinance that reflects its stated goals, objectives, and strategies while adhering to modern development standards and community needs. This update must offer a user-friendly experience and establish a clear basis for preliminary recommendations. The project scope requires the selected vendor to conduct information gathering and analysis to acquire a comprehensive understanding of current conditions within the city. Following this phase, the vendor must develop and present a preliminary recommendations memorandum, or equivalent document, describing major proposed revisions to the existing zoning ordinance. This deliverable will serve as a checkpoint for the city to ensure all project partners are aligned prior to the drafting of regulatory language. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of all work to be conducted offsite.
