Avoided Costs Consulting Services

The Public Service Commission in Columbia, South Carolina is seeking a qualified independent third-party consultant to provide expert services relating to avoided costs. The agency needs to evaluate avoided cost rates, methodologies, terms, calculations, and conditions for regulated utilities. To solve this oversight need, the consultant must submit an independent report for each utility containing independently derived conclusions and opinions on the utility's calculation of avoided costs. Utilities must provide all necessary documents and information to the consultant, and they may require confidentiality agreements that do not impede the analysis. The agency is exempt from complying with the State Procurement Code for the selection and hiring of this consultant. Eligible bidders must be onshore organizations based in the United States.
