Avoided Costs Consulting Services

The South Carolina Office of Regulatory Staff, a government authority located in Columbia, South Carolina, is seeking a third-party consultant to provide expert services relating to avoided costs. The agency needs to evaluate avoided cost rates, methodologies, terms, calculations, and conditions to carry out its statutory duties. The selected contractor will analyze utility data and produce a comprehensive report assessing these avoided cost elements. The scope of work requires the consultant to evaluate the level of cooperation received from the electrical utilities during the development of the report. The final report must include a statement detailing utility responsiveness and noting whether any material information requests were left unfulfilled. Utilities may require the consultant to sign confidentiality agreements, provided these agreements do not impede the independent analysis. Eligible bidders must be onshore organizations based in the United States. The agency will allow the selected contractor to perform all work offsite. The contract term will span a period of one year.
