Independent Cost Estimating and Review Services

The City of Aurora, Colorado is seeking independent cost estimating and review services for a major infrastructure project. The underlying project requires the installation of a new storm sewer and outfall, which includes a trenchless technologies crossing of Colfax Avenue, inlets, laterals, and the relocation of wet utilities. The selected contractor for the construction phase will also coordinate with dry utilities and restore pavement, landscape, sidewalk, curb, gutter, and other damaged areas to equal or better condition. The scope of the construction work being reviewed encompasses the removal or abandonment of existing storm sewer and the installation of approximately 3,500 linear feet of large diameter or box storm sewer. This installation involves deep trenching, low vibration shoring, soil disposal, groundwater dewatering, and potential groundwater treatment. The project also requires custom drainage structures, access manholes, headwall and wingwall structures, and inlets with lateral storm pipes. For the work zone between 14th Avenue and the Westerly Creek outfall, a Limited Environmental Screening indicates the presence of hydrocarbons and historic landfill conditions. This segment may require special handling and disposal of soil, as well as ventilation, monitoring, and remediation of harmful gases. Eligibility is strictly limited to onshore organizations based in the United States. The agency is looking for proposals to establish the budget for these independent cost estimating and review services. Bidders must submit all questions regarding this opportunity no later than June 10, 2026. The agency will host a pre-bid meeting on June 3, 2026.
