Fire Department Standards of Cover and Staffing Study Service

The City of Pearland, Texas, is seeking a qualified vendor to conduct a comprehensive fire department standards of cover and staffing study. The agency requires recommendations for an innovative and sustainable method to determine current and future fire department resource and staffing needs. This study will assist city government, city management, and fire department command staff in strategic planning and policy development for future initiatives. The scope of work requires the selected vendor to assess community fire and non-fire risks and define baseline emergency response performance standards. The project covers evaluating existing firehouse locations for optimal response and assessing the need for any future firehouse locations. Additionally, the vendor must review and redraw response districts and boundaries, identify strengths and weaknesses of apparatus and staffing patterns, assess workload to determine optimal unit time allocation, and measure service delivery performance using recommended key performance indicators. Bidders must be onshore organizations based in the United States. The agency permits the performance of the work to be conducted offsite. The agency is looking for budget proposals from bidders, and all questions regarding this opportunity must be submitted no later than June 12, 2026.
