Document and Microfilm Scanning and Digitization Service

The agency is seeking a vendor to provide comprehensive document and microfilm scanning and digitization services. The agency needs to scan thousands of documents, index them, and store them electronically to allow for easy retrieval across various agency locations. This project aims to solve the challenge of managing and accessing legacy physical and electronic media by converting them into a unified, searchable digital archive. The scope of work covers capturing and converting both paper and electronic documents into industry-standard digital formats such as HTML, XML, PDF, JPEG, or PNG. The media to be processed includes paper of various sizes, two-sided documents, onion paper, colored documents, microfiche, microfilm, Canofile software files, Imageware software files, and CDs or DVDs. All scanned outputs must be in black and white only, fully indexed, and archived to facilitate efficient searching and retrieval. Eligible bidders must be onshore organizations based in the United States. The selected vendor will perform all work offsite. The agency is looking for proposals to determine the budget for this initiative, and the resulting contract will span a five-year period. The agency has scheduled a virtual pre-bid meeting for June 9, 2026. Bidders must submit all questions regarding this opportunity no later than June 12, 2026.
