The City of Sacramento, California is seeking a consultant to provide comprehensive recruitment, sourcing, and outreach services. The agency needs to attract a highly qualified pool of candidates who demonstrate a strong commitment to public service and to delivering critical programs and services to city residents. To solve this, the selected firm will collaborate closely with the human resources department and city leadership to conduct thorough needs assessments that identify organizational priorities, challenges, opportunities, and desired candidate competencies. The scope of work covers three main phases of candidate evaluation and hiring. First, the consultant must review and screen all application materials for exempt management classifications using consistent, job-related, and equitable criteria to determine if candidates meet minimum qualifications. Second, the consultant must draft evaluation tools for human resources approval, coordinate candidate materials for panel members, facilitate the qualification appraisal process, conduct panel orientations on unbiased decision-making, and manage candidate flow. Finally, the consultant must coordinate with human resources and city representatives to schedule and facilitate structured, accessible hiring interviews. Bidders must perform all work onsite and must be located within the United States. The agency allows digital submission of proposals via email or online.
