Comprehensive Staffing Assessment and Community Survey Service

The Town of Westborough, Massachusetts, is seeking professional consulting services to conduct a comprehensive staffing and operational assessment for its police department. The agency needs to evaluate its current organizational structure, staffing levels, deployment models, workload demands, supervisory ratios, specialty assignments, civilian support functions, operational efficiencies, and future staffing needs. This study aims to generate actionable recommendations that improve operational effectiveness, ensure efficient resource deployment, maintain high-quality police services, and prepare the department for future public safety demands. The scope of work requires the selected consultant to conduct interviews with agency officials, staff, supervisors, patrol officers, civilian staff, union representatives, dispatch personnel, and other relevant stakeholders. The chosen provider must review current staffing levels, shift schedules, call volume, response times, overtime usage, workload distribution, specialty assignments, supervisory structure, and operational policies. Additionally, the project covers evaluating patrol operations, investigations, dispatch/communications, administrative support, records operations, and community policing initiatives. The agency also requires an analysis of staffing allocations to determine if current levels meet operational demands and community expectations, alongside a review of existing job descriptions, rank structure, and chain of command. The consultant must conduct a community survey utilizing online surveys, public forums, stakeholder meetings, or other methods to assess public perception and expectations regarding police services. Finally, the project demands the development of short-term and long-term staffing recommendations, including projected staffing needs over the next five to ten years. Eligibility is limited to onshore organizations based in the United States. The agency requires the performance of the work to be conducted offsite.
