Diversity, Equity, Inclusion and Belonging (DEIB) Strategic Plan Service

The Town is seeking a qualified consultant, firm, or organization to develop a comprehensive five-year Diversity, Equity, Inclusion, and Belonging (DEIB) Strategic Plan. The selected partner will work collaboratively with town leadership, staff, boards, committees, and community stakeholders to create an actionable, measurable, and sustainable roadmap. This roadmap must advance DEIB principles across all aspects of municipal operations, service delivery, and workplace culture. The project requires a thorough review and assessment of the Town's existing efforts to foster an inclusive, welcoming, and responsive community. The chosen provider must review and assess Town policies, practices, procedures, and core documents that directly impact equitable access to Town services and programs. Through this assessment, the partner will establish a clear vision, goals, and priorities for integrating DEIB principles into all facets of the Town's work. The scope includes identifying actionable steps to strengthen equitable policies, practices, and service delivery. The agency requires the final plan to provide concrete implementation strategies, performance measures, and clear accountability structures. All performance of the work will take place offsite. Eligibility is restricted to onshore organizations based in the United States. Bidders must submit their proposals digitally via email or through the designated online portal. The agency has not disclosed a specific budget and is currently looking for proposals to determine the cost of the services.
