Strategic Planning and Ongoing Governance Support Services

The Town of Mono is seeking a qualified Canadian organization to provide strategic planning and ongoing governance support services. The municipality needs to develop a new one-time strategic plan while establishing mechanisms to support sustained good governance and alignment throughout the council term. This initiative aims to address the need for structured mid-term strategic check-ins, ongoing advisory and coaching support for council and senior administration, and the implementation of governance tools that reinforce best practices. The scope of work requires the selected partner to review the town's existing strategic plan and relevant background materials. The service provider must design and deliver an inclusive engagement process involving council, staff, residents, and key stakeholders, and subsequently prepare a summary of these engagement findings. Additionally, the project covers council governance orientation or refresher sessions, the preparation of a draft strategic plan for review, and the presentation of the finalized strategic plan to council. The requested deliverables include facilitated workshops, session summaries, draft and final strategic plans, governance orientation materials, and progress review frameworks. The agency is also requesting optional implementation and monitoring supports to assist with ongoing alignment. Eligible bidders must be Canadian organizations, and the performance of all contracted work will take place offsite. The agency is currently looking for proposals to determine the budget and has not disclosed a pre-set funding limit.
