The Town of Winter Park, Colorado, is seeking consulting firms specializing in rail station planning and area development to prepare a comprehensive Rail Station Area Plan. The agency needs to analyze potential sites individually to determine their feasibility to serve as a station for mountain passenger rail. This study will evaluate each site for designation as a neighborhood center, transit-oriented development, and a mobility hub, ensuring alignment with the strategic growth element of the town master plan. The scope of work covers evaluating attributes such as connectivity to activity centers, including the downtown commercial core and the airport. The selected consultant must assess accessibility factors like proximity to transit, walking, biking, driving, and parking, as well as the availability of land with economic and residential development potential. Additionally, the agency requires a feasible fiscal strategy to support both the station areas and the proposed land uses in the surrounding area. The agency is limiting eligibility to onshore organizations based in the United States. The performing organization will conduct the work offsite.
