Master Plan Development Service

The Town of Old Saybrook, Connecticut requires a master plan development service to establish a new waterfront park for public use and enjoyment. The selected partner must design and facilitate a robust community-planning process, which includes a kick-off meeting, the presentation of two to three design concepts, and the presentation of the preferred and finalized concepts. The scope of work also requires the development of magnitude-of-cost estimates for each initial concept and the finalization of the preferred concept for design development, permitting, and construction. The final deliverable consists of a Final Project Report provided in both three paper prints and electronic formats accessible by the agency. Eligible bidders must be onshore United States organizations. The agency requires the performance of the work to be onsite in Old Saybrook. The agency is looking for budget proposals to determine the cost of the project, as no pre-set budget is signaled. The agency will host a pre-bid meeting on June 23, 2026.
