The Roseville Economic Development Authority in Minnesota is seeking a qualified legal counsel to provide specialized legal services. The agency needs legal expertise in Housing and Redevelopment Authority law, Economic Development Authority law, bonding authority, and Local Affordable Housing Aid. This legal support will help the agency navigate complex public finance, housing programs, and economic development initiatives. The selected legal counsel must attend Roseville Economic Development Authority meetings and other City Board, Commission, or Council meetings upon request. The scope of work includes advising the Executive Director, Community Development Director, Housing and Economic Development Program Manager, Economic Development Specialist, Board members, and other staff on diverse legal matters. Additionally, the agency requires advice on real estate matters, including the drafting of notes, mortgages, security agreements, promissory notes, and other loan documents related to land trust assets. The agency also requires assistance in negotiating and preparing contracts for private development, assessment agreements, special assessment agreements, interest rate reduction programs, revenue notes, housing bonds, and other contractual arrangements. To be eligible for this opportunity, bidders must be United States organizations. The agency expects the performance of all legal work to occur offsite. The agency has not disclosed a specific budget and is looking for proposals to establish the cost of services.
