Workforce Pre- Apprenticeship Partner Service

The government authority located in Chicago, Illinois is seeking verifiable, high-performing qualified consultants to provide comprehensive pre-apprenticeship training, development, technical training, and supportive services in the construction trades industry. The agency is trying to solve the problem of identifying and preparing individuals within high-demand sector industries to meet workforce goal requirements. The selected organizations must provide workforce services, training, and career pathways that prepare participants to enter Registered Apprenticeship programs. The scope of work requires the consultant to take primary responsibility for identifying, recruiting, preparing, and managing participants from and throughout the agency service area. The agency requires an established program with strategies that increase recruitment, participation, and retention. Requested services include education and pre-vocational services, activities introducing participants to apprenticeships, and access to supportive services such as childcare, transportation, counseling, and career service connections. The consultant must also provide hands-on experience simulating actual trade apprenticeship hall work under proper supervision and safety protocols, ideally utilizing formal agreements with apprenticeship sponsors. Eligible bidders must perform the work offsite and must be located onshore within the United States. The agency is looking for proposals to determine the budget for this project. The contract period will span three years. The agency will host a pre-bid meeting on June 16, 2026, and bidders must submit all questions no later than June 18, 2026.
