Guidance and Technical Assistance Consulting Services

The Chester County government authority located in West Chester, Pennsylvania is seeking a consultant to provide guidance and technical assistance services. The agency needs to address organizational development and compliance across several key operational areas. The selected partner will help the agency strengthen its governance, financial management, and long-term strategic planning. The scope of work covers board development, the review and refinement of bylaws and policies, and alignment with IRS compliance and nonprofit best practices. The agency also requires assistance with financial management fundamentals, grant readiness, fundraising strategy, strategic planning, program development, and risk management. All work will be performed offsite over a contract period of one year. Bidders must be located onshore within the United States to be eligible for this opportunity.
