Unified Development Ordinance Update Service

The City of Olathe, Kansas is seeking experienced professional firms to update its Unified Development Ordinance. The agency needs to modernize its zoning regulations to allow a greater mix of housing types, support complete neighborhoods, and provide flexibility for infill development. Additionally, the project aims to revitalize commercial corridors with guidance on building form and placement, establish site design standards, and protect natural features. The selected contractor must audit the current ordinance in coordination with the agency's Technical Committee and provide a report summarizing strengths, weaknesses, and opportunities for improvement. The scope of work includes research, analysis, stakeholder engagement, drafting of text and graphics, and final document preparation. Specific tasks involve updating the sign code and tree preservation standards for clarity, as well as creating tables, hyperlinks, and graphics to make the final development ordinance user-friendly and easy to administer. Eligible bidders must perform all work offsite and be located onshore within the United States. The agency is requesting budget proposals for a contract period of one year.
