Staff Augmentation Services

The government authority located in Washington is seeking a vendor to provide active transportation staff augmentation services. This agency needs support for an expanding portfolio of policy, program, and project deliverables aligned with the state active transportation plan, safe system approach, complete streets, and healthy environments for all. The selected partner will help solve capacity constraints by delivering templates, tools, analysis, and reports to support project alternatives analysis, engineering services, and design support. The scope of work covers the development of part or all of active transportation plan elements for selected local or regional agencies. Requested activities include GIS and data analysis, community-based research, engagement, report preparation, and the implementation of new grant-making programs. The agency also requires performance evaluation, an implementation action plan, and an update for the state active transportation plan, which must incorporate community engagement process models, support for equitable engagement, and alignment with other required plans like ADA Transition Plans and emergency disaster response plans. Bidders must be onshore USA organizations to be eligible for this opportunity. The agency expects the performance of the work to occur offsite. Regarding the budget, the agency is looking for proposals to determine the cost of these services. All questions regarding this procurement must be submitted no later than June 16, 2026.
