RFI for Medical Countermeasure Candidate Integration and Subcontractor Management Services

The government authority located in Maryland is seeking a vendor to provide medical countermeasure candidate integration and subcontractor management services. The agency needs to solve the challenge of identifying and selecting all candidates for evaluation, as well as defining the specific nonclinical, clinical, and testing activities to be performed. To support this government-led process, the agency requires the facilitation and collection of standardized data packages from subcontractors to ensure all required data is available for the technical evaluation. The scope of work covers program management, planning, execution, and risk management. The agency requires the development and monthly maintenance of a detailed Integrated Master Schedule for the entire program, which must include all subcontractor activities. Additionally, the selected vendor must develop and submit a Risk Management Plan for government approval. Eligible bidders must be onshore United States organizations only. The agency requires all performance of the work to be conducted onsite. The proposed Program Manager must possess demonstrated experience managing complex government contracts, with a preference for experience within the medical or drug development field. The agency is currently looking for proposals to determine the budget for this effort. Bidders must submit all questions regarding this opportunity no later than June 16, 2026. Evaluation criteria will focus on the technical evaluation of the collected data packages and the demonstrated expertise of the proposed Program Manager.
