Revenue Program Senior Advisor Personal Services

The United States Department of the Treasury Office of Technical Assistance in Washington, DC is seeking a senior advisor to provide personal services for its revenue program. Strong revenue systems promote domestic resource mobilization, reduce reliance on external assistance, and reinforce economic stability. The agency needs to improve the effectiveness of its revenue team in support of its mission, priorities, and senior leadership. The selected advisor will conduct assessments to identify partner countries with sufficient political will and need to support the initiation of a technical assistance program. The scope of work includes working with partner countries to modernize tax administrations by improving income reporting, strengthening tax collection, building staff capacity, and enhancing taxpayer service. Additionally, the project covers supporting more balanced trade, addressing unfair practices, improving the management of trade flows, and strengthening duty collection. The advisor will monitor the implementation of work plans, track project indicators, and capture progress on reporting tools. Responsibility also includes identifying and recruiting candidates to serve as revenue team advisors, cultivating the skill sets of new advisors, and identifying appropriate staffing for programs and intermittent assignments. Finally, the agency requires the development of proposals to support these programs. Eligible bidders must be onshore United States organizations. The agency will allow the performance of the work to be conducted either onsite in Washington, DC or offsite.
