Paper to Digital Document Conversion Services

The agency is seeking a vendor to provide paper to digital document conversion services to preserve and organize its physical records. The project requires scanning approximately 174 volumes of physical documents and converting them into high-quality digital formats. The agency is attempting to solve the problem of inaccessible physical archives by migrating these volumes into a searchable, secure digital repository. The scope of work covers scanning the volumes to produce 300 DPI Group IV TIFF images and resizing all images to an 11-inch height. The selected vendor must index the records using a book and year structure, and provide both Laserfiche and TriMin exports for system integration. Additionally, the agency requires 100 percent quality control, exception reporting, and the secure transportation of all physical records to and from the offsite facility. Eligibility is strictly limited to onshore organizations based in the United States. The agency requires the performance of all scanning and indexing work to take place offsite. Bidders must submit their proposals digitally via email or through the designated online portal, and the agency is requesting budget proposals rather than providing a set price limit.
