Rent Reasonableness Service

The Chicago Housing Authority is seeking a vendor to provide rent reasonableness determinations and an online searchable property listing service for its Housing Choice Voucher program. The agency needs to resolve the challenge of ensuring rent determinations are accurate while helping program participants and property owners connect through a reliable online platform. The scope of work covers developing front-end and back-end system components, conducting discovery to understand the current environment, and utilizing web-based real estate data sources. The selected vendor must also operate a customer support call center to assist owners and participants with the housing locator service. Additionally, the project requires maintaining property listing service integrity and incorporating mobility area and accessibility identifiers. The agency is offering a two-year contract period for this scope of work, which can be performed either onsite or offsite. Eligibility is restricted to onshore organizations based in the United States. Bidders must submit all questions regarding this opportunity no later than June 08, 2025. A Letter of Intent must be submitted by June 19, 2026, and final responses can be submitted digitally via email or online.
