RFI for Enterprise Document Management Platform

The Department is seeking an enterprise document management platform to modernize its record-keeping and data exploitation capabilities. The immediate objective requires the rapid ingestion, Optical Character Recognition, and management of 1.5 billion legacy microfiche records to transform unstructured data into a queryable asset. Over the medium and long term, the platform must fully subsume all existing document management functions, serve as the primary enterprise system, and operate as an extensible, multi-tenant repository capable of onboarding disparate document systems across the Department. The scope of work involves contracting a vendor to scan physical microfiche to create preservation-quality TIFFs and searchable PDF access copies. Additionally, the project requires building a new, multi-tenant cloud document management system on the Joint Warfighting Cloud Capability infrastructure. This system must support document capture and ingestion from multiple sources, including batch scanning, web-based uploads, and secure file transfers, while supporting formats such as TIFF, PDF, Microsoft Office files, and text files. Eligible participants must be onshore organizations based solely in the United States. The selected vendor must perform all work offsite at their own office location. The Department is currently looking for proposals to determine the budget and has not disclosed specific key dates or evaluation criteria in this request for information.
