Printing and Mailing Services for Permanent Vote by Mail Invitation

The McHenry County Clerk in Woodstock, Illinois is seeking a vendor to provide printing and mailing services for a permanent vote by mail invitation. The agency needs to reach registered voters with these invitations to facilitate the permanent mail-in voting process. The selected vendor must handle all preparation steps to make the mail pieces ready for delivery, including printing, cutting, folding, and inserting. The scope of work requires printing the invitations using black ink only, with no color printing required. The vendor must print the delivery address on the outside of the envelope along with any other information required to secure the best rate via first-class delivery. The agency prohibits the vendor from altering any delivery addresses provided in the mailing list. The vendor must print the voter name, address, voter ID, and a bar-coded voter ID on each application form. The scope also includes sorting the mailing list to obtain the most economical postal rate and physically bringing the completed mail pieces to the post office. The vendor must perform all of this work offsite at their own office location. The agency requires the vendor to provide the Clerk with a reasonable estimate of postage at least fifteen days prior to delivery. Upon receiving this estimate, the Clerk will fund an account with the United States Postal Service for the estimated amount.
