The Ada County government authority in Boise, Idaho is seeking a vendor to provide comprehensive mail distribution and printing services. The agency needs to support its ongoing communication requirements, which include the production, processing, and distribution of printed materials and mail for various county departments and elected offices. To solve these operational needs, the agency requires daily pickup of first-class mail, large first-class envelopes, and miscellaneous non-metered flat-size mail from Monday through Friday no earlier than 2:45 p.m. The scope of work covers data intake and formatting, print production, mailing, electronic document delivery, and an online job submission and approval portal. The selected provider must barcode first-class mail for faster service, provide intelligent multi-page inserting services for billings, and deliver statement imaging and programming services. Additionally, the agency requires bulk mail processing services including list standardization, postage optimization, National Change of Address updates, inkjet address printing, tabbing, and sort preparation. The agency requires the provider to maintain a county-approved security plan for sensitive mail and an approved back-up plan for equipment failure. The provider must also store extra envelopes and inventory as requested, provide certified mail services, and offer daily pickup of miscellaneous metered letter-sized mail for barcoding and commingling. Performance of all contracted work must take place onsite. Eligible bidders must be onshore organizations based in the United States.
