The government authority located in Albany, New York is seeking a vendor to administer a Commercialization Voucher program and provide technical and commercialization assistance to program participants. This program aims to solve the resource constraints of eligible startups by providing small-dollar, targeted funding for discrete commercialization activities, access to lab bench space, specialized facilities, and manufacturing support. The selected vendor will manage these services to help startups validate their technologies, scale their manufacturing, and navigate regulatory pathways. The scope of work covers laboratory demonstration support, manufacturing support, certification and validation guidance, and regulatory and permitting guidance. Under laboratory support, the vendor must help startups locate and access local lab bench testing space and ensure their test plans align with validation criteria and facility capabilities. Manufacturing support requires the vendor to provide education, guidance, and assistance to help startups secure agreements with contract manufacturers, manage supply chain partners, and plan for scale-up. For certification and regulatory guidance, the vendor must define applicable certification standards, state and local regulatory requirements, and performance criteria for market acceptance. The vendor must also clarify required approvals, permitting constraints, jurisdictional requirements, and outline necessary documentation and application materials. Performance of these services will take place offsite over a contract period of two years. Only onshore organizations based in the United States are eligible to bid on this opportunity.
