Printing and Mailing Services of Bills and Notices

The City of Norfolk, Virginia is seeking a contractor to provide printing and mailing services of bills and notices to taxpayers. The agency needs to distribute these mailings for personal property tax, real estate tax, business personal property tax, and contractor and non-contractor renewal applications. The selected contractor must provide electronic information regarding the status of the billing and notice processes upon request. The scope of work covers bi-annual mailings of approximately 60,000 personal property supplemental bills annually. It also includes quarterly mailings of real estate bills, averaging 45,000 bills per mailing with one bill per account, totaling approximately 180,000 bills annually. The contractor must meter and enter all invoices into the agency with a Virginia location or zip code. The agency requires the performance of the work to be offsite at the contractor's office location. Eligibility is restricted to onshore, United States organizations only. The agency is looking for proposals to determine the budget for this project. All questions regarding this opportunity must be submitted no later than June 5, 2026.
