Housing Demand Study Services

The Virgin Islands Housing Authority in Christiansted, VI is seeking professional consulting services to conduct a housing demand study and resilience plan. The agency needs to assess current and future housing needs throughout the territory to guide housing policy, investment strategies, and sustainable development initiatives. This project aims to solve the problem of housing instability by providing data-driven recommendations that support affordable housing, sustainability, resiliency planning, and long-term housing development. The scope of work requires the selected contractor to collect and analyze demographic, economic, and housing market data for a comprehensive housing needs assessment. The contractor must identify communities and populations most impacted by housing loss, and pinpoint priority investment areas for housing development and recovery. Additionally, the project covers stakeholder and community engagement with government agencies, developers, housing providers, and residents, ensuring representation from vulnerable populations. The contractor must also assess risks from natural disasters and climate-related concerns to develop recommendations for housing resilience and long-term recovery. Only onshore organizations based in the United States are eligible to bid on this opportunity. Bidders must perform all work offsite and submit their proposals digitally via email or online.
