Departmental Development and Strategic Implementation Service

The County is seeking departmental development and strategic implementation consulting services to assist in establishing a new Office of Housing and Community Development. The County aims to consolidate and streamline existing housing, neighborhood stabilization, homelessness response, grant administration, revitalization, and community development efforts into a centralized structure. This initiative addresses the current fragmentation of programs, staff, assets, and partnerships across various departments, operational structures, and funding streams. The scope of work requires the consultant to support the successful development and operational launch of the new office. Requested deliverables include a modern organizational structure, defined leadership relationships, a comprehensive implementation roadmap, and improved interdepartmental coordination processes. The selected partner must also provide organizational design, strategic planning, operational readiness planning, change management, stakeholder engagement, financial analysis, policy review, technology assessment, and benchmarking. Eligible bidders must be onshore organizations based in the United States. The selected contractor will perform all work offsite over a contract period of one year. The County has not disclosed a specific budget and is looking for proposals to define the cost. The County will host a pre-bid conference on June 18, 2026. Bidders must submit all questions regarding the opportunity no later than June 24, 2026.
