Government Relations Services

The City College is seeking a vendor to provide comprehensive government relations, legislative advisory, policy consulting, and strategic advocacy services. The agency needs to solve the challenge of monitoring, analyzing, and reporting on local, state, and federal legislative matters that impact the institution. To address this, the agency requires strategic advisory services to support its legislative priorities and institutional initiatives. The scope of work covers the development of legislative strategies, policy recommendations, briefing materials, and executive summaries. The selected vendor must perform monitoring and policy analysis, legislative education and representation, and reporting and communication. Additionally, the project includes providing strategic recommendations for interim and future legislative cycles, as well as handling bill filings and amendments. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of all work to be conducted offsite. Bidders must submit their responses digitally via email or online, and the agency is looking for proposals to determine the budget. The contract period will span three years. Bidders must submit all questions regarding this opportunity no later than June 15, 2026.
