Strategic Planning Consultant Services

The County is seeking a strategic planning consultant to develop and present recommendations for policies and programs that increase efficiency and effectiveness. The selected partner must develop proposals and mechanisms to acquire alternative financial resources for County quality and productivity programs and projects. Additionally, the agency requires the promotion, publicization, and sponsorship of County quality and productivity projects, employee participation, training, networking events, conferences, and recognition ceremonies. The scope of work also requires ensuring that County Department Heads and managers consider internal economies and task streamlining when evaluating cost-saving strategies. The agency expects the selected vendor to perform all work offsite at the vendor's own office location. Eligible bidders must be onshore organizations based solely in the United States. The County is looking for budget proposals to determine the cost of these services, as no set budget is provided in the solicitation. Bidders must submit all questions regarding this opportunity no later than June 11, 2026. Evaluation criteria and specific selection processes will be based on the submitted strategic planning proposals.
